Add a payout account
Register a bank account that collections pay out to. Pulse verifies the account with the bank and returns the registered name.
Set is_default to make it the account for collections created without
recipient_id. A new default replaces the previous one.

The endpoint returns the current buy and sell rate for every supported asset and network. Pulse does not lock these rates. Create a quote to lock a rate for an order. Each rate includes the market price, Pulse's pricing adjustment, and network costs. It does not include a partner fee. Pulse returns a pair only when it has both rates.
Delete a payout account DELETE
Delete a payout account. Pulse refuses while a collection uses the account, or while orders paying to it are not finished.
